Economic Development Assistant



Jennifer “Jenny” Kelley is the Economic Development Assistant of the Saratoga County Prosperity Partnership.

Jenny joined the Saratoga Partnership in October 2018 after completing her internship at C.T. Male Associates doing business development and marketing. While there she helped prepare and submit two projects to the American Council of Engineering Companies (ACEC) Annual Engineering Excellence awards program. Those two entries went on to win a platinum award and diamond award, the highest honor which will go to the national ACEC competition.

Prior to her internship, Jenny was at graduate school at Boston University, studying international affairs and African studies. One of her greatest achievements in graduate school was getting her article “The Evolution of Pro-Femmes/Twese Hamwe: Women, Peace, and Political Development in Rwanda, 1992 – Present Day” published in the Pardee Periodical – Journal of Global Affairs. She later developed her article into a Master’s Thesis, using original research gathered while in Rwanda. She has travelled extensively throughout her studies, learning about different governance structures, cultures, communities, and local traditions.

Although her educational focus was on East Africa, Jenny is not a novice when it comes to economic development in Saratoga County. Growing up, Jenny would shadow her father, Jon Kelley at work and soon became immersed in the processes and practices that went into achieving large development projects and bringing in an abundance of new jobs to Saratoga County. By attending Town Board meetings, analyzing zoning and tax maps, and meeting with public and private officials, Jenny grew to appreciate and understand all of the hard work and collaboration it takes to do good economic development work. She hopes to combine her background knowledge of economic development work in Saratoga County with her expertise in working with small communities across the globe to her role as Economic Development Assistant. In doing so, Ms. Kelley can provide the tools and assistance required to continue the distinguished work of the Saratoga Partnership.

Besides her MA from Boston University, Ms. Kelley earned her BA in Government and African Studies at St. Lawrence University in Canton, NY where she was the recipient of the Augsbury North Country Scholarship, awarded the First Year Swahili Proficiency Certificate by the Department of Modern Languages & Literatures, and was an active member of the Kappa Delta Sigma sorority. Jenny grew up in Greenfield Center and graduated from Corinth High School in 2011. She currently lives in Downtown Saratoga where she enjoys exploring new restaurants and running in the area.
